A man who persistently caused anti-social behaviour in an underpass in Norwich has been handed a Criminal Behaviour Order (CBO).
Josh Harper, aged 28, of no fixed address, appeared at Norwich Magistrates’ Court on Wednesday 3 June, where he pleaded guilty to failing to comply with a Community Protection Notice (CPN) and assaulting a constable in the execution of their duty.
The charges relate to an incident on 9 March 2026, when Harper was approached by officers in the St Stephen’s Street underpass and asked to leave. He became aggressive and made threats of violence towards one of the officers.
This behaviour breached the conditions of his CPN, which was issued in December 2025 and banned him from the area.
Harper was arrested and taken to Wymondham Police Investigation Centre for questioning and later charged.
The CBO, which will remain in place for two years, prohibits Harper from entering the underpass/subway below St Stephens Street, Chapelfield Road, St Stephens Road, Queens Road roundabout in Norwich.
In addition to the CBO, Harper was ordered to pay a victim surcharge of £154.
