Addressing safety concerns, unsafe riding, anti-social behaviour and the legality of modifications of cycles and e-scooters.

To address this priority, we have carried out the below:
- In December officers have taken an educational approach and spoken to riders of illegally modified cycles around what is legal and what is not, which included the busiest spots in the Norwich city centre such as Orford Place, to encourage compliance with the law.
- Safer Schools officers have communicated safety information across secondary schools in Norfolk and our local Engagement Officer has also shared safety information with local faith groups and local charities.
- We’ve held a dedicated enforcement day of action on January 23rd 2025 across Norwich, where a total of 13 illegally modified cycles and one e-scooter were seized. Further action days are planned in the future.
- Officers from the Commercial Vehicle Unit, Road Casualty Team and Moonshot City throughout January have conducted operations in the city along with Immigration Enforcement Officers tackling those working illegally in the UK in the food deliver industry. In January over 50 people were spoke to with nine illegal electric bike and e-scooters seized and some riders handed TORs for traffic offences.
- Visit carried out in November to join City of London Police so they could share their extensive knowledge and experiences around tackling illegally modified pedal cycles

Continue to tackle street drinking across the city council area including enforcement of the Public Spaces Protection Order (PSPO).

To address this priority, we are carrying out the below:
- Enforcing the Public Space Protection Order (PSPO) to tackle issues caused by drinking alcohol in public spaces. which empowers officers to ask individuals to stop drinking if their behaviour is anti-social and to confiscate alcohol from those causing disturbances.
- Currently tackling issues around the congregation of large anti-social behaviour occurring outside the old Debenhams building in the city centre.
- Regular targeted patrols by officers at various times of day.
- Engaging with the local businesses
- Targeting anti-social behaviour repeat offenders
- Issuing of Section 35 dispersal notices which provides the power to exclude a person from an area for a period of up to 48 hours.
-Issuing of Community Protection Warnings (CPWs) and Community Protection Notices (CPNs) for key offenders. Since April 2024 we have issued 15 CPWs and 8 CPNs.
- Utilisation of foot patrols in our key anti-social behaviour hotspot areas.
- Continue to pursue enforcement of Community Protection Notices (CPNs) against prolific offenders.
- Licensed premises visits and engagement
- Impact week of increased OP Focus ASB hotspot foot patrols in September, October and December.

To address this priority, we are/have:
- Targeted action impact weeks carried out in September, October and December to target street drinking and ASB.
- Carrying out daily high visibility foot patrols across the city, focusing on areas that see particularly more reports of ASB such as Prince of Wales Road, Riverside Road, Gentleman’s Walk, Norwich Market, London Street.
- Numerous warnings have been given for begging alongside Community Protection Warnings.
- Working with local businesses and partners to understand issues in the hotspot areas and look at ways of partnership working.
