Temporary Assistant Chief Constable Chris Balmer has been a police officer since 2003, working in Cambridgeshire and then the Eastern Region Specialist Operations Unit before transferring to Norfolk in 2016.
He has a background in both uniformed and detective roles, as well as being an accredited Strategic Commander for both firearms and Public Order Public Safety policing. As Detective Chief Superintendent in the Safeguarding and Investigations command he was responsible for improving the quality of investigations work throughout Norfolk Constabulary including leading a project to build two state-of-the-art police stations to act as detective hubs, opening in 2020 and 2021.
Chris was appointed Temporary Assistant Chief Constable in October 2024 with responsibility for Local Policing across Norfolk as well as being the Delegated Safeguarding Partner for child safeguarding and chair of the Norfolk MAPPA Senior Management Board. He is also the strategic lead for a number of projects including delivery of the Police Race Action Plan for Norfolk. Outside of work Chris is most likely to be found taking his children to after-school activities or participating in sport – occasionally at the same time.
