The 7 Force Commercial Services Team is looking for a Business and Local Commissioning Partner / Senior Category Manager to develop and deliver all allocated sub-Category related procurement activities. This includes category plans, market research, shaping & development, procurement strategy creation, the identification of new contract opportunities, delivering the full tendering process for contracts across the 7 Forces of Bedfordshire, Cambridgeshire, Essex, Hertfordshire, Kent, Norfolk and Suffolk.

Acting as a conduit between key internal stakeholders and the wider procurement function, this role will ensure that Procurement are able to provide commercial input, guidance and support at the outset of all new requirements.

In addition, the postholder will be required to provide expert procurement, commercial and legal advice to the OPCC’s and Chief Officer teams across the 7 Forces, acting as a trusted commissioning partner, supporting the delivery of their Policing Plans.

This is an exciting and challenging opportunity requiring the successful candidate to lead and deliver ‘Strategic Critical’ & ‘Strategic Security’ procurements across their category, ensuring a commercial focus is maintained and value for money is achieved in accordance with legislative requirements, regional and national procurement strategies/policies and 7 Force Contract Standing Orders.

Ideally you will hold MCIPS Level 6 in-line with the CIPS structure guidance or be able to clearly evidence equivalent levels of experience, technical knowledge and expertise by having worked as a leading professional within a commercial team, for at least 5 years.

The successful candidate will be an innovative thinker and have the impetus to drive through change and create, develop, and implement effective 7 Force contracts, in line with strategic organisational requirements.

The post holder will hold MCIPS Level 6 in-line with the CIPS structure guidance or be able to clearly evidence equivalent levels of experience, technical knowledge and expertise by having worked as a leading Procurement professional in the area of Corporate and Operational Services for a complex, public sector organisation. At least 5 years’ experience in a Commercial role e.g. Category management, Procurement, Purchasing (essential)

The post holder will be able to demonstrate significant experience of procurement and commercial management in contracts of significant value across the appropriate category and worked as a leading Procurement professional in this broad area for a complex, public sector organisation. (essential)

Examples of taking personal responsibility and accountability for delivery of complex procurement projects (essential)

Extensive knowledge and understanding of contract law and the application of EU Public Procurement Regulations and legislation is essential, as well as preparing specifications and of preparing and evaluating tenders, including those operating under framework arrangements and EU directives. (essential)

Experience of managing a team, preferably within a collaborative environment across a number of locations. (essential)

Proven success in working in a political environment with senior stakeholders (Chief Officer and Chief Executive level) showing sound judgment and impact. (essential)

Significant experience of translating business needs into commercial procurement strategies that drive enhanced business outcomes for the organisations as a whole. (essential)

Procurement experience with a blue light organisation (desirable)Travel: Travel will be required across all seven forces.

The postholder for this role will be employed by their local Police Force, so this role is therefore open to candidates across all regions.

The Vetting level required for this post is Management (MV). Candidates will be required to undertake the appropriate level security vetting checks, which will include the requirement to have lived in the UK for the past three years (RV) or five years (MV) from the date of your application.

Hours of work are 37 per week Monday to Friday.  This post is offered on a permanent basis.

Consideration will be given to whether the post can be delivered on either a part time or job share basis, in line with the organisational requirements of this role.
