Segways, Hoverboards and Mini Motos

The laws that apply to cars and motorcycles also apply to:

• Segways
• hover boards
• quad bikes
• electric powered scooters (go-peds)
• miniature motorbikes (mini motos).

Using these vehicles in parks, on pavements and in public places is against the law.

The only legal area is off road on private land and with the owner’s permission, so long as its use does not cause harassment, alarm, distress, or a statutory nuisance.

The Law

Any powered vehicle used on the public highway must comply with all aspects of road traffic law. In order to be able to ride legally on the road, the rider must have, or comply with the following:

• be aged 16 or over
• wear a suitable safety helmet
• hold a driving licence that authorises the use of the vehicle
• ensure the vehicle is registered with DVLA
• ensure the vehicle is taxed and appropriately insured (for use on a road)
• comply with Road Vehicle Regulations meaning that it should have the correct working lights and indicators
• have European Community Whole Vehicle Type Approval (ECWVTA)  link to or Motorcycle Single Vehicle Approval (MSVA).

People found riding one of these vehicles illegally could:

• receive a fine of up to £1,000
• receive penalty points on their licence
• incur extra costs for insurance
• have their vehicle seized and/or have to pay for its removal and storage.

Drivers who have not yet qualified for a full driving licence will have any penalty points endorsed upon one later attained in life.
