Strategic Plans Financial Years 2008 -2011 There is no longer a statutory requirement to publish a strategic plan in addition to an annual plan. Area Policing Plan   Norfolk Constabulary does not require individual areas or departments to produce formal annual plans. All Departments contribute to the 3 year combined strategic and annual plan.
