ACO Rupert Birtles
Assistant Chief Officer Rupert Birtles
Rupert is the Chief Constable’s Senior Financial Officer and is
responsible to the Chief Constable for all financial activities
undertaken within the Force.
He also has overall responsibility for Information and
Communication Technology, Estates Management, Facilities
Management, Vehicle Fleet Management, Uniform and Personal
Equipment and PFI Projects.
Rupert joined Norfolk Constabulary in 1993 following a career of
22 years in the administration branch of the Royal Air Force from
which he retired in the rank of Wing Commander.
His last appointment was officer commanding the United Kingdom
delegation to the NATO Headquarters at Brunssum in the
Netherlands.
He has an MA degree in law and is Member of the Chartered
Institute of Personnel and Development, Fellow of the Chartered
Management Institute, Fellow of the Institute of Administrative
Management and a Member of the Association of Chief Police
Officers.
Rupert is married with three children and is a Police Staff
member of the Force Executive.
