Joint Assistant Chief Constable Charlie
Hall
Charlie Hall joined Norfolk Constabulary in 1992 on the
accelerated promotion scheme after having graduated from Cambridge
University with a first class honours degree in Natural
Sciences.
He started his career in Norwich and has served in a variety of
mainly uniform roles but has also served as a CID officer and
worked in various roles at police headquarters.
He was promoted to Inspector at Great Yarmouth in October 1998
where he led the formation of the new Crime and Disorder Reduction
Partnership and introduction to the town’s CCTV system before
leading the local policing sector.
Programme management and diversity roles within headquarters
followed before returning to Great Yarmouth as the Operations
Superintendent in 2004.
In September 2005, as acting Chief Superintendent, he became the
Commander for the Eastern Policing Area, covering the Borough of
Great Yarmouth, Broadland and North Norfolk, gaining substantive
promotion the following year. This role included leading the force
in the introduction of neighbourhood policing.
In September 2007, he returned to headquarters
to lead the Organisational Development Team in designing and later
implementing the Norfolk Policing Model, helping to transform
policing services in Norfolk. Later, he led the delivery of
Operation Quest to improve intelligence, crime management and
incident attendance processes whilst realising significant cash
savings.
In 2009, he was promoted to the rank of
Assistant Chief Constable, initially taking responsibility for the
HR portfolio and since April 2010 working across both Norfolk and
Suffolk Constabularies to lead, build and implement the extensive
programme of collaboration between the two forces. This programme
is one of the most advanced in the Country, joining up Protective
Services, Operational Support and business support functions with
the aim of delivering around £20m in cash savings over four
years.
ACC Hall was recently appointed the joint lead
for Protective Services in Norfolk and Suffolk.
Charlie completed a degree in Management, with
distinction from DeMontfort University in 2007 and in 2009
graduated from the Strategic Command Course, held at the Police
Staff College, Bramshill.
He was born and raised in North Norfolk where
his family still resides, and has two daughters.
