Norfolk Constabulary employs approximately 1,660 police officers, 1,500 members of police staff, including Police Community Support Officers (PCSOs), and 265 Special Constables. We also enjoy the support of an ever-increasing number of volunteers.

Providing professional Human Resource support is essential to ensure that the constabulary maximises the effectiveness of its workforce. This in turn contributes to the performance of the Force, helping us to build trust and confidence in our communities and reduce crime and disorder.

One essential element of this is to ensure that we recruit, train and develop a diverse, skilled and healthy workforce, which can effectively respond to the unique challenges of policing and increasingly reflect the changing communities within Norfolk.

Human Resources (HR) Service Delivery Team

This team consists of HR professionals, who specialise in Employee Relations, Change and Policy and Reward, providing a business-focused service to the entire constabulary.

Their work includes:

  • Driving up attendance levels by managing absence appropriately.
  • People management and development
  • Addressing unsatisfactory performance, disciplinary and grievance issues
  • Recruitment of police staff including support with interviews as appropriate
  • Advice and guidance on HR policies and procedures
  • Implementation of workforce modernisation and change management including, as appropriate, redeployment and redundancy
  • The primary conduit between Unison and Police Federation on HR related issues.
  • Development, review, implementation and advice on HR policies and procedures
  • Implementation of reward strategy including job evaluation and equal pay
  • Co-ordinating the ill-health retirement and injury award process

Occupational Health Team

This team helps in the welfare of individuals at work.

Their work includes:

  • Managing medical screening, processing medical referral appointments, welfare appointment
  • Providing counselling and welfare drop in clinics
  • Undertaking pregnancy risk assessments, DSE risk assessment follow ups and supporting recuperative return to work programmes
  • Promoting a proactive and supportive approach to a healthy working environment

Recruitment Team

The recruitment team manages every aspect of Police Officer recruitment. Their work includes:

  • The development and implementation of recruitment programmes including events to meet workforce strength and continually develop a diverse workforce.
  • Establishing recruitment schedules
  • Administering recruitment
  • Collaboration with other police forces and organisations on recruitment issues
  • Working with Human Resources Advisors and staff to develop good practice
  • Ensuring Force Diversity Policy is adhered to in relation to recruitment best practice

Learning and Development Team

This team is responsible for every aspect of training our workforce to ensure it is fit to meet the demand of modern day policing. Their work includes:

  • Equipping police officers and staff with the appropriate skills
  • Managing the constabulary’s learning and development plan
  • Maximising personal development

Workforce Efficiency Team

This team ensures that the right people are in the right place at the right time. Their work includes:

  • Ensuring the force has the right balance of skills deployed in a flexible and effective way
  • Succession planning
  • Providing support for the Personal Development and Review system
  • Administering and monitoring HR information and producing statistical data to inform local, regional and national policing needs.
